从“问题”出发,研究中国交通产业,进而提出目标合理操作性强的“产业政策”,是进行交通产业政策研究的有效途径;同时,由于产业政策规划中方案合法化和执行评估的需要,该研究又必须是在充分考虑相关权力组织背景下的产物。结合实践,提出了中国交通产业结构调整产业政策规划的思路。 Starting from the “problem”, studying the Chinese transportation industry and putting forward the “industrial policy” with reasonable target and operability is an effective way to carry out research on the transportation industry policy. At the same time, due to the need of the legalization of the plan and the implementation of the assessment in the industrial policy planning, The research must again be a product of the context of the relevant power organizations. Combining with the practice, this paper put forward the train of thought for industrial policy planning of China’s transportation industrial restructuring.
