伴随我国进入城市存量时代,城市发展的目标、城乡规划的使命和范式都将转变。然而,既有的城乡规划在知识体系、人才储备等方面并未做好准备。为此,本文试图剖析新时代对城乡规划使命和范式要求,和教学改革的应对。研究发现城乡规划将服务于城市经济、社会、环境和空间的协调发展目标,基本范式特征表现为多方联动实施的协商型规划、参与式的过程规划、制度建构型的规划。规划教学应在课程体系、教学方式和学生科研能力培养三个方面进行改革。
With China entering the era of urban stock, the goal of urban development, urban and rural planning mission and paradigm will change. However, the existing urban and rural planning is not well prepared in terms of knowledge system and talent pool. To this end, this article attempts to analyze the new era of urban and rural planning mission and paradigm requirements, and teaching reform response. It is found that the urban-rural planning will serve for the coordinated development of the urban economy, society, environment and space. The basic paradigm is characterized by negotiation-based planning, participatory process planning and system-based planning. Planning teaching should be in the curriculum system, teaching methods and students ability to carry out research in three areas of reform.
