党的十五届四中全会审议通过了《中共中央关于国有企业改革和发展若干重大问题的决定》（以下简称《决定》）。上海的各行各业，都在学习、贯彻《决定》精神，以指导和推进改革和发展。作为上海工业企业的集中地──市经委系统，又是如何理解这次全会的精神和意义，受到哪些启发，并准备如何将其化作可操作性的具体措施、规划，以期整体搞活上海的国有工业企业，昂然面对全球经济一体化的挑战？ 带着这些问题，本刊记者采访了上海市人民政府副秘书长、市经委主任黄奇帆。下面，便是这次采访的记录。（以下Ｏ本刊记者； ２．黄奇帆同志）
The Fourth Plenary Session of the 15th CPC Central Committee examined and passed the Decision of the CPC Central Committee on Several Important Issues Concerning the Reform and Development of State-owned Enterprises (hereinafter referred to as “the Decision”). All walks of life in Shanghai are learning and implementing the spirit of “decision” to guide and promote reform and development. As the focal point of Shanghai's industrial enterprises ─ ─ system of municipal economic commission, but also how to understand the spirit and significance of this plenary session, inspired by what, and how to turn it into actionable concrete measures, planning, with a view to the overall invigoration of Shanghai State-owned industrial enterprises, Angran face the challenges of global economic integration? With these questions, our correspondents interviewed Huang Qifan, deputy secretary general of Shanghai Municipal People's Government and director of the Municipal Economic Commission.
