为加强中小学教职工编制管理,合理配置教育资源,推动城乡义务教育均衡发展,促进教育公平,全面提高教育教学质量和办学效益,结合我省实际,现就调整中小学教职工编制标准提出以下意见:一、教职工编制标准中小学教职工实行城乡统一的编制标准,其中:高中教职工与学生比为1:12.5,初中教职工与学生比为1:13.5,小学教职工与学生比为1:19。中小学校的管理工作一般由教师兼职,后勤服务工作应逐步实行社会化。确需配备职员、教学辅助人员和工勤人员的,其占教职工的比例,高中一般不超过15%、初中一般不超过12%、小学一般不超过9%。承担示范、实验、双语教学任务的中小学,举办民族教学班或寄宿制的中小学,安排教师脱产进修、现代化教学设备达到一定规模的中小学,承担教学
