一、立项背景近年来,关于项目前期阶段造价控制的研究已有了一些成果与实践经验,并且我国已制订了相当数量的与项目前期咨询服务业相关的行政法规和部门规章(如《建设项目全过程造价咨询规程(CECA/GC 4-2009)实施手册》),对工程造价咨询工作有一定的指导意义,但可操作性不强。因此,亟需要进一步细化有关咨询服务规程,编制项目前期的造价咨询服务指南。二、项目简介本课题依托帕累托原则、成本显著工作包理论和案例推理技术,搜集上海建科工程咨询有限公司在研发楼、办公楼项目、绿色建筑及其他类似项目的成功实践经验为标准案例,对同类工程的数据进行统计分析。本课题构建了常规公共项目工程造价估算
