1998年长江洪水对沿江大堤及分蓄区都是一场考验，同时也使人们对一些老问题的严重性和新问题的紧迫性加深了认识。本文就洪湖分蓄洪工程存在的问题、特大洪水条件下分洪区启用时的口门位置及其分洪区启用前后的有关重要问题进行探讨，提出了相应对策。文中涉及的问题对其它分蓄洪区也有参考意义．
The floods of the Yangtze River in 1998 were a test for both the levee and the sub-district along the Yangtze River. At the same time, people were also made aware of the seriousness of some old problems and the urgency of new ones. This article discusses the existing problems of flood diversion project in Honghu Lake, the location of the gate when flood diversion zone is activated and the important issues before and after the flood diversion zone is activated in flood conditions, and puts forward corresponding countermeasures. The problems involved in this paper also have reference value for other flood diversion areas.
