建筑和规划中现有有关城市的技术措施的基本目标是以对公众安全和利益最有效的方法和工程经济途径减轻破坏性地震对城市的损害。城市规划和设计对策必须能有效地:(1)使人员死亡最少;(2)限制财产损失和经济破坏;(3)减少社会混乱;(4)促进震后恢复,以及加速震后重建。由于城市环境非常复杂,为了落实所选择的方案,必须从减轻地震灾害,促进恢复和重建效果等方面对这些方案认真地加以评定。在对建筑师和规划师有用的许多方案中,本文仅叙述对减轻城市地震灾害计划有用的四个具体措施。作为完整的执行每一措施的示例介绍了几项典型研究。还就与大城市重建有关的问题提出了与城市技术有关的未来研究的目标。
The basic goal of the existing technical measures for cities in architecture and planning is to mitigate damage to the city by damaging earthquakes in ways that are most effective for public safety and interests and in engineering economics. Urban planning and design strategies must be effective in: (1) minimizing the number of people killed; (2) limiting property losses and economic damage; (3) reducing social disruption; (4) promoting post-earthquake recovery and accelerating post-earthquake reconstruction. Since the urban environment is very complex, in order to implement the selected options, these programs must be carefully assessed in terms of mitigating earthquake disasters, promoting recovery and reconstruction effects. Of the many programs that are useful to architects and planners, this article only describes four specific measures that are useful for reducing urban earthquake disaster plans. Several typical studies are presented as examples of complete implementation of each measure. It also put forward the goals of future research related to urban technology on issues related to the reconstruction of big cities.
