由于医疗保健费用持续上涨,医疗保健的两大买主——政府和工业界,正在加强对医疗保健供给方面的调查,以期降低其负担。卫生服务利用控制和补偿限制已降低了住院率及住院病人的补偿,把很多医院置于财政危机之中。第二轮控制已扩展到了门诊系统,致使医院和医生在提高效率方面所面临的压力越来越大。本文以医院和医生怎样控制医疗保健服务、提高效率及提供高质量医疗保健为例介绍了资源管理模式。医院—医生的教育、交流和协调是非常重要的,因为这是在外部资源的强制性限制下寻求内部控制的一种方法。
As the cost of health care continues to rise, the two major buyers of health care, the government and industry, are investigating the supply of health care to reduce their burden. Health service use control and compensation restrictions have reduced hospitalization rates and inpatient compensation, leaving many hospitals in financial crisis. The second round of control has been extended to outpatient systems, causing hospitals and doctors to face increasing pressure to increase efficiency. This article describes the resource management model with examples of how hospitals and doctors control healthcare services, increase efficiency, and provide high-quality healthcare. Hospital-physician education, communication, and coordination are very important because this is a way of seeking internal control under the mandatory restrictions of external resources.
