清末新政时期,以立宪派为主导的政治参与的迅速发展,是在新政的展开、新力量的诞生、社会危机加剧、清政府控制力削弱及民众政治意识的觉醒等多重因素作用下的结果。政治参与以清政府宣布仿行宪政为界分为两个阶段。前期是在专制政体内展开的,以舆论参与和政治接触为主;后期则发生在从君主专制向君主立宪过渡时期,政治参与形式更为完备,规模扩大,对政局的影响力增强。新政时期的政治参与推动了政治变革、促进了民众政治意识的觉醒。
The rapid development of political participation dominated by the constitutionalists during the New Deal in the late Qing Dynasty was the result of multiple factors such as the launching of the New Deal, the birth of new forces, the intensification of social crises, the weakened control of the Qing government and the awakening of popular political consciousness. Political participation is divided into two stages by the declaration of imperialist constitutional government by the Qing government. In the early period, it was carried out in an autocratic government, with the participation of public opinion and political contacts as its mainstay. In the latter part of the transitional period from the monarchy to the monarchy, the political participation was more complete and expanded in scale with more influence on the political situation. The political participation during the New Deal promoted the political change and promoted the awakening of the people’s political consciousness.
