工业研究学会最近完成了一个特别优先的项目——阐述90年代的计划环境,借以作为其自身战略计划的基础。通过广泛的意见交换和一些辩论,提出了10个要点: 1.在美国以外的技术发展将更具进取性。这种形势是美国与其主要的工业竞争者在资金成本、证券市场的资金筹措、政府对研究与发展(R&D)的支持,以及环境法律与法规等领域的显著差异所引起的。这些差异使得实施更长远的目标,把关键的技术资源用于主要的项目上,以及建立有效的国家计划来开发珍贵的人力资源的机遇减少。利用合作手段来监测,发展和获取世界性的技术对于美国工业来说将日益重要。
The Industrial Research Society recently completed a special priority project - setting out the planning environment for the 1990s as a basis for its own strategic plan. Ten points have been raised through a broad exchange of views and some debates: 1. Technological developments outside the United States will be more progressive. This situation is caused by the significant differences between the United States and its major industrial competitors in the areas of capital costs, securities market funding, government support for research and development (R & D), and environmental laws and regulations. These differences have led to reduced implementation opportunities, longer-term goals, the use of key technical resources for major projects and the creation of effective national plans to develop valuable human resources. The use of cooperative means to monitor, develop and acquire worldwide technology will be increasingly important to the American industry.
