发展中国家的生态恶化及其对人类发展与生存的威胁,愈益引起世人的关注。对发展中国家的环境资源摄取量与污染量予以控制,也愈益成为包括发展中国家在内的国际社会的共识。但对于如何进行限制的问题,仍存在深刻的分歧。这些分歧关系到南北差距缩小还是扩大,由环境争端引起的国际冲突缓和还是加剧,全球生态系统改善还是恶化,从而人类是生存还是毁灭。我们认为,对发展中国家进行环境限制是必要而且紧迫的。但是,这种限制必须是公平的和有效的。寻求公平有效的限制方式,是国际社会的当务之急。
The ecological deterioration in developing countries and their threat to human development and survival have drawn increasingly people’s attention. Controlling the amount of environmental resources and pollution in developing countries is also increasingly becoming a consensus of the international community, including developing countries. However, there are still profound differences on how to limit the issue. These differences concern whether the North-South gap has narrowed or expanded, whether the international conflicts caused by environmental disputes have eased or aggravated, and whether the improvement of the global ecosystem has worsened, so that human beings will survive or be destroyed. We believe that it is necessary and urgent to impose environmental restrictions on developing countries. However, such restrictions must be fair and effective. The quest for a fair and effective way of restraining is the top priority of the international community.
