概述了我国信息服务产业的发展历程和现代信息服务产业已形成的规模；较全面地分析了信息服务产业的市场构成，重点分析了软件市场和网络服务；以具体统计数字的对比，指出了我国信息服务产业与国外先进水平的差距，并指出了制约该产业发展的各种原因；针对现状和存在问题，提出了如何加快我国信息服务产业发展步伐的若干建议。
The development history of China’s information service industry and the scale of the modern information service industry have been summarized. The market structure of the information service industry has been analyzed in a comprehensive way. The software market and network services have been analyzed emphatically. By comparing the statistics, The gap between the information service industry and the foreign advanced level, and points out the various reasons restricting the development of the industry; for the status quo and existing problems, put forward some suggestions on how to speed up the pace of the development of China’s information service industry.
