地方领导党政一把手的关系问题 ,始终是领导班子自身建设要研究的重要问题。解决好党政一把手工作构成的关系 ,是加强领导班子建设 ,提高领导群体效能的关键。文章认为 ,党政一把手的关系问题 ,其实质是党委、政府两个班子关系问题的集中体现 ;党政一把手在工作中形成的矛盾关系更多的是党委、政府两个班子工作矛盾的反映。过去解决党政一把手的不团结、不协调问题 ,除了组织调整措施以外 ,在班子内更多的是在强调思想教育、提高成员素质、加强党性锻炼等方面做文章。应改变过去解决这一问题的思维定势和惯性做法 ,研究从体制方面做点创新 ,着重在建立、完善、细化、硬化党委和政府的关系、党政一把手的行为规范上下功夫 ,从根本上解决问题。
The issue of the relationship between the leaders of the party and government over the local leadership has always been an important issue for the study of the self-construction of the leadership team. Solving the relations between the top-level leaders and the top leaders is a key to strengthening the leadership team and enhancing the effectiveness of the leadership groups. The article holds that the essence of the relationship between the top party and government is the concentrated embodiment of the relations between the two parties in party committees and governments. The contradictions between the leaders of the party and government in their work are more the reflection of the contradictions in the work of the party committees and the government. In the past, the issue of non-unity and non-coordination among party and government leaders was solved. Apart from organizational adjustment measures, more efforts were made in the group to emphasize ideological education, improve the quality of members and strengthen the party’s work-style. We should change our mindset and inertia in the past to solve this problem and study ways to make innovations from the perspective of system. We should focus on establishing, perfecting, refining and hardening the relationship between the party committees and the government and the code of conduct of party and government leaders. Solve the problem.
