重钢是1995年6月由国家经贸委和重庆市政府批准的全国首批现代企业制度试点单位之一。企业改制挂牌后,万众瞩目,职工关心。怎样保证试点顺利推进?我们认为,政府转变职能是必要条件,企业转换机制是决定性因素,而职工转变思想观念则是前提和先决条件。因此,我们把加强职工思想观念的转变作为试点改革的重点,贯穿于工作的全过程,推动了试点改革的稳步前进。 从党的十四届三中会全召开到试点方案正式批复之前,我们就把做好职工思想观念的转变工作正式列入试点工作计划,专门制订了《关于以转变观念为重点,加强试点中思想政治工作的实施意见》,党政高度重视,各级负责人思想统一,宣传部门具体规划,工作深入扎实。我们组织职工认真学习党的十四届三中全会精神和现代企业制度的基础知识;对
