2005年,吉林市船营区利用治理整顿社会力量办学机构的有利时机,把濒于关门的社会办学机构划归政府统一管理,在全区建立了11个社区“青少年成长驿站”,既规范了社会力量办学机构的教育行为,又很好地解决了部分学生课后管理问题,创造出了当前形势下发展社区教育的可行之路。船营区充分认识到社区是学生健康成长的重要平台,拓宽渠道,注重发挥社区教育资源优势,积极加强学校与社会的联系,建立各种青少年社区教育基地,开展丰富多彩的社区教育活动,促进学生健康成长。建立社区“青少年成长驿站”具有研究性、探索性、创造性,使青少年思想道德教育工作从单纯说教到注重道德体验,从过分注重教育形式到关注心灵的震撼和感应,从讲大道理到贴近生活实际,开创了中小学德育工作的新局面。
