英国推行的学院制所引发的“鲶鱼效应”构成了一种良性竞争。对基础教育资源如何优化、再优化的呼声不只在中国发生。英国在这方面的重要举措之一是,即使在中小学阶段,也通过“学院(Academies)制”建立起学校联盟,并形成“国家拨款、学校独立运营、理事会监管”的运作格局。来自政府的支持力度并不薄弱:每一所新加入连锁学院的公立学校都可以从英国教育部门获得2.5英镑的一次性补助;联邦政府还会不定期地为各地区的连锁学院划拨不菲的津贴——
