人才生态环境的主体构架由三个层次组成,第一层次即基础层次,是充分满足人才生理、生存需要的,优良的自然、地理、经济、政治及政策环境;中间层次是充分满足人才需要的文化、舆论和人文环境;最高层次是充分满足人才实现其价值的体制、制度和机制环境。三个层次在人才环境中互为条件,不可或缺。只有实现三个层次全面优化,才能实现优化人才生态环境的最终目标。从人事人才工作角度上讲,优良的人才生态环境概括起来有以下标志:
