美国在海湾战争中的胜利突出地表明了高科技的重要作用。由于这个原因及其它一系列原因,布什政府打算在1992财政年度的预算方案中大幅度增加研究开发经费。但是各个研究开发领域预算增加的幅度是很不平衡的,而且国会对这一增加(尤其是耗资甚巨的“大科学”项目的经费的增加)或多或少仍持抵制态度。为了说服国会接受这一预算方案,布什政府仍须作出艰巨的努力。
The victory of the United States in the Gulf War has highlighted the important role of high technology. For this reason and a host of other reasons, the Bush administration plans to substantially increase its research and development funding in its fiscal 1992 budget. However, budget increases in various R & D areas have been unevenly balanced, and Congress has more or less resisted the increase, particularly the costly “big science” project, which costs so much. In order to convince Congress to accept this budget proposal, the Bush administration still has to make arduous efforts.
