This paper is about the increasing number of casual workers in Australia, and the training deficit situation facing casual workers. The paper identifies and explains the reasons of casual employees' training deficit problem from four areas: (i) employers do not want to bear the cost for casual workers' training and development (ii) it is difficult for casual workers to self-finance their training (iii) government's decreasing power in determining the setting of terms and conditions of employment (iv) the decreasing number of union members. The paper concludes that Australia government and organizations need to pay more attention to casual workers' training and development
