在资源日趋紧张、环境压力加大的国际大背景下,建设资源节约型和环境友好型社会,已成为世界各国共同追求的目标。产业是构建两型社会的重要载体,其两型化发展至关重要。本文首先采用超效率DEA对我国30个省级区域2002~2010年产业两型化发展效率进行测算,刻画了我国区域产业两型化发展效率分布的锥型特征。在此基础上从技术进步、产业结构、环境规制和开放程度等维度构建影响因素分析模型,研究结果表明:技术进步、高新技术产业占比对产业两型化效率存在显著且稳健的正向作用;重化工业占比对产业两型化存在负向作用;而环境规制相关变量和开放程度相关变量在不同估计方法中的结果并未出现一致的稳健性。本文据此提出相关政策建议。
Under the international background of increasingly tense resources and increasing pressure on the environment, building a resource-saving and environment-friendly society has become a common goal pursued by all countries in the world. Industry is an important carrier in building a two-oriented society. Its development in two types is of crucial importance. In this paper, we first use the super efficiency DEA to measure the two types of industrial development efficiency in 30 provinces in China from 2002 to 2010, and characterize the conical characteristics of the efficiency distribution of the regional industrialization in our country. Based on this, an influential factor analysis model is constructed from the dimensions of technological progress, industrial structure, environmental regulation and openness. The results show that there is a significant and steady positive effect of technological progress and proportion of high-tech industries on the industrialization efficiency . The proportion of heavy chemical industry has a negative effect on the industrialization of the two industries. However, the results of different estimation methods of environmental-related variables and open-degree related variables have not shown consistent robustness. This paper proposes relevant policy recommendations accordingly.
