目的分析新疆克州地区县、乡医疗机构卫生人力资源配置现状及其存在的问题,为今后该地区卫生人力资源的合理配置提供实质性的依据。方法利用2014年《新疆统计年鉴》数据和新疆克州卫生局信息中心网络直报数据,对克州地区县、乡卫生人力资源基本情况进行描述性分析。结果新疆克州地区县、乡医疗机构卫生人员总的平均增长率分别为3.36%和3.46%;卫生技术人员中35~44岁人员均所占比例最大,分别为37.0%和42.3%;本科所占比例分别为22.4%和1.7%;职称结构均以初级职称为主,分别为35.5%和32.4%。执业结构以执业医师为主,分别占卫生技术人员的60.8%和35.7%,医护比分别为11.03和10.31。结论克州地区县、乡医疗机构卫生人员数量不足,素质偏低,结构不合理,政府应优化配置人才资源和人才队伍,促进克州地区卫生事业的可持续发展。
Objective To analyze the status quo and existing problems of the distribution of health human resources in medical institutions in counties and townships of Kezhou Prefecture in Xinjiang and to provide substantive evidences for the rational allocation of health human resources in the future. Methods Based on the data of “Xinjiang Statistical Yearbook” 2014 and the direct network information of Xinjiang Kezhou Health Bureau Information Center, the descriptive analysis of the basic situation of health human resources in counties and townships in Kezhou Prefecture was conducted. Results The average growth rates of health workers in medical institutions in counties and townships of Kezhou Prefecture in Xinjiang were 3.36% and 3.46% respectively, and those of 35-44 years old health workers were the largest, accounting for 37.0% and 42.3% respectively. Accounting for 22.4% and 1.7% respectively. The structure of job titles is dominated by junior titles, accounting for 35.5% and 32.4% respectively. The practicing structure is dominated by practicing doctors, accounting for 60.8% and 35.7% of the health technicians respectively, with a ratio of 11.03 and 10.31 respectively. Conclusion The number of health personnel in county and township medical institutions in Kezhou region is insufficient, the quality is low and the structure is irrational. The government should optimize the allocation of human resources and personnel, and promote the sustainable development of health in Kezhou.
