十几年来,我国科研体制改革取得了一定成就,方向是正确的,成绩是主要的。但是,我们也应当看到,这方面改革尚处于表面功能的变革阶段,严格地讲,以往的改革只是经济杠杆的改变,还不是真正意义上的科研体制改革。真正意义上的科研体制改革,就是调整科研领域内部诸方面的关系。这是实施“科教兴国”战略不能回避的一个重要问题。 In the past decade or so, some achievements have been made in the reform of China's scientific research system.
