《荀子》的尚贤与管理思想以调整人的欲望为核心,以满足人在人群中合宜的欲望为目标。管理的依据包括礼、法、道。礼有“养”的功能,也有“节”的作用,而“别”正是取得“养”与“节”相互平衡的制度设计原则。法是圣王依礼所制定,作为推行礼的具体措施。道则是治理国家各层面中的条理,也是礼法的综合运用。根据礼、法、道建立起各级管理阶层,设官分职,尚贤使能,并建立起考核和监督的机制,以使贤人发挥出应有的功能,进而“建立一成就礼义的客观轨道”。
