湖南农村中小企业对全省社会经济发展起着不可替代的作用。然而,由于其规模小、资本技术壁垒低、市场占有份额少、地理位置较偏等客观情况的存在,致使这些企业难以招聘和留住优质人才,人力资源素质问题已成为当前制约湖南农村中小企业发展的瓶颈。采取调查问卷的方法,分析湖南农村中小企业人力资源建设方面存在的问题,从政府、企业以及员工自身查找原因,针对性地提出了建立健全法律支持体系和政府财政保障体系、转变企业主责任观、提高企业员工培训意识等应对措施。
Hunan rural small and medium-sized enterprises play an irreplaceable role in the province’s social and economic development. However, due to its small size, low capital and technical barriers, low market share and poor geographical position, objective conditions make it difficult for these enterprises to recruit and retain qualified personnel. The quality of human resources has become the current constraint on rural SMEs in Hunan Development bottleneck. Taking the method of questionnaire, this paper analyzes the existing problems in the human resource construction of rural SMEs in Hunan Province. The government, enterprises and their employees find their own reasons, and put forward to establish and improve legal support system and government financial security system, change the responsibility concept of business owners , Improve employee training awareness and other response measures.
