2001年3月召开的九届四次人大和政协会上,都确定了一个极为重要的法律原则:一切与 WTO 不符的法律都要废止,一切与 WTO 不符的政策法规都要修改。那么这种废止和修改,请从“撞了白撞”始。公元2000年7月1日中央1台《今日说法》反馈版中说,关于在北京是否实行被简称为“撞了白撞”的沈阳市的交通法规,北京市公安局负责人郑重承诺,北京过去没有实行过,今后也不会实行。据法律专家们说,公民们的“生命权”和“通行权”不具有可比性。可2001年2月21日,中央1台在早7点的新闻联播中,报道了发生在郑州的一起由于行人翻越栏杆而被撞死的交通事故,被判定行人“负全责”。我们的问题是:如果行人违犯交通规则,就可以“死了白死”吗?
