建立现代企业教育制度,形成与现代企业法人治理结构相吻合的教育管理体制早在1983年,邯钢就成立了总经理为主任的教育委员会。教育培训部对全厂教育实行三教统筹、人财物统管。其次,在管理机构上,实行“人财物”集中管理,发挥企业教育资源的最佳功效。从组织上,明确培训与使用的关系,逐步推行培训与使用一体化管理。第三,在办学体制上,实行统一部署、多层次办学的培训格局,建立精干、高效的办学实体,满足企业对不同领域、不同层次人员的培训需求。
