The Chinese Academy of Sciences, which has always been famous for the gathering of scientific and technological personnel, has witnessed a serious shortage of senior professionals and succeeding forces in recent years. This issue has long aroused the attention of party committees and academicians in the Chinese Academy of Sciences and it is deeply felt that the work done in cultivating young talents is indeed far behind the needs of the situations and tasks faced in the 1990s. Some leading cadres do not have the seriousness and urgency to understand the problem of young talent, lack of strict planning, and lack of well-organized and solid work. Some take scientific research and generate revenue as hard tasks, while training young people to be soft
