随着中国加入WTO和世界经济的全球化,绩效管理在我国企业界已引起了广泛的关注,然而包括绩效管理在内的现代人力资源管理的诸多技术和管理工具,在公共部门还处于起步和摸索阶段,试图把传统的企业绩效考评方法移植到栖身于“政治海洋”中的公共部门的做法,最终注定会把自己置身于一个信度、效度不佳,难以有效实施考评的尴尬境地,平衡计分卡利用其独特的优势,能有效地帮助公共部门走出这种绩效评估的困惑。
With China's accession to the WTO and the globalization of the world economy, performance management has drawn wide attention in the business community in our country.
