视角一:从思想上看德国教育专家胡勃认为:“德国的职业教育体系与其称其为一种教育制度,不如称其为一种‘思想’,一种注重实践技能,为未来工作而学习的思想。”这是对双元制较为精辟的概括,揭示了双元制的思想基础和目标。这一思想层面的两个重点在于“注重实践技能”和“为未来工作”。双元制是强调为就业和直接通向生产岗位而学习的一种教育,而不是其他什么“基础教育”和“晋升教育”。在这一思想的指导下,德国双元制职教模式无论是教育和实践、训练时间的分配,还是培训的运行机制;无论是课程目标的制定,还是课程方案的描述,以及教学方法的运用等,都体现出强烈的实用性、综合性、岗位性、技能性等特征。
