在国家“十二五”规划的指导下,文化产业已成为国家未来大力支持和推动的国民经济支柱性新兴行业。工商银行顺应国家号召,近两年对文化产业不断出台支持政策,并且对一些有特色的龙头企业进行创新业务营销。华侨城集团是国家文化产业龙头企业之一,是“全球旅游景区集团四强”中唯一的亚洲企业。在此背景下,工商银行于2012年成功营销华侨城集团发行私募债,华侨城集团成为全国首个发行私募债的文化企业,突破了传统的文化企业单纯依靠信贷融资的模式,开创了大型文化企业融资的渠道,放大了优质文化企业的信用功能,降低融资成本,有效促进了文化与相关产业的融合发展。该案例最终荣获文化部、人民银行评选的“优秀文化金融合作创新成果奖”。
Under the guidance of the State’s “Twelfth Five-Year Plan”, the cultural industry has become a pillar industry in the national economy that the country energetically supports and promotes in the future. ICBC complies with the call of the country and has continuously issued supportive policies on the cultural industry in the recent two years and has conducted innovative business marketing on some leading leading enterprises. OCT Group is one of the leading enterprises in the national cultural industry, and is the only Asian enterprise in the “top 4 global tourist attractions group”. Against this background, ICBC successfully sold OCT bonds in 2012 and OCT Group became the first cultural enterprise to issue private debt in the PRC. It broke through the traditional model of relying solely on credit financing by cultural enterprises and started the financing of large-scale cultural enterprises Channel, enlarged the credit function of high-quality cultural enterprises, reduced the financing cost and effectively promoted the integration and development of culture and related industries. The case was eventually awarded the “Outstanding Cultural and Financial Cooperation Innovation Award” by the Ministry of Culture and the People’s Bank of China.
