高考因其“指挥棒”作用对基础教育具有极强的导向功能。只要大学招生的选择性存在,高考则是必需的,也必然存在。但现行高考错了：错在单一化,错在一贯制,错在导向。现行高考的错误导向,已成为中小学素质教育倡而不行、推而不动的最大障碍,现行高考制度必须改革,其思路是：高考改革应十分注意发挥“指挥棒”的导向功能,应建立较科学的甄别考生差异性的指标体系,高校招生模式应该多元化,高中在高校招生中应有参与权与发言权等。
The college entrance examination has a strong guiding function for basic education because of its “baton” role. As long as the selectiveness of college admissions exists, the college entrance examination is necessary and inevitable. However, the current college entrance examination is wrong: mistakes are unitary, mistakes are consistent, and mistakes are oriented. The misguided orientation of the current college entrance examination has become the biggest obstacle to quality education in primary and secondary schools. It is necessary to reform the existing college entrance examination system. The idea is that the college entrance examination reform should pay great attention to the guiding function of the baton and should be established. A more scientific indicator system to discriminate candidates, college enrollment model should be diversified, high school enrollment in universities should have the right to participate in and speak.
