目的了解2005年安徽省各级结防经费的需求、落实情况以及缺口大小。方法省、市、县结核病防治机构分别制定本级的2005年结防工作计划及经费需求标准,填报《结核病控制基本工作计划及经费需求表格》及电子表格,由省级结核病防治机构进行审核和统计汇总。结果2005年安徽省全省结防经费总需求7 213万元,各级政府提供经费1 172万元,中央财政提供专项经费1 191万元,国际援助提供经费1 191万元,缺口3 659万元,缺口率高达50.7%;省级结防经费基本能满足本级的需求;市级尚有6.1%的缺口;项目单位总缺口为54.6%,业务经费缺口为34.5%。结论结防经费的短缺应引起各级政府部门的重视,在今后的财政安排中应增加结防经费的投入,同时进一步争取社会各界(包括国际组织)对安徽省结防工作提供更大的经费支持。
Objective To understand the demand, implementation and gap size of the funds for prevention and treatment of end of jaundice in Anhui Province in 2005. Methods Provincial, municipal and county tuberculosis prevention and treatment institutions have formulated their own standards for end-of-balance work and demand for funds in 2005 and submitted the Basic Work Plan and Requirements for Tuberculosis Control and the electronic form for TB control, which were audited by the provincial-level TB prevention and control institutions Statistics summary. Results In 2005, the total demand for funds for prevention and control of defaulting in Anhui Province was 72.13 million yuan, of which 11.72 million yuan was provided by all levels of government, 11.41 million yuan was provided by the central government, 11.41 million yuan was provided by international aid, Yuan, the gap rate as high as 50.7%; provincial funds for basic prevention and treatment can meet the needs of this level; municipal still 6.1% of the gap; project unit total gap of 54.6%, business funding gap of 34.5%. Conclusion The shortage of funds for end of defense should attract the attention of government departments at all levels. In the future financial arrangements, it should increase investment in funds for prevention and control and at the same time further strive for greater funding from all sectors of society (including international organizations) stand by.
