联合国大会通过的《武器贸易条约》是国际社会首个关于常规武器贸易的国际条约,也是近年多边军控领域颇具代表性的大事。英、法、德等欧盟大国在欧盟机构的全力支持下,积极推动条约谈判与通过。在全球金融危机和欧债危机的国际背景下,欧、美、中等各方力量围绕该条约历经激烈磋商与妥协,以实现自身利益与价值诉求。该约有助于促进中欧军售议题的机制创新与内容突破,稳定双方安全合作关系。如未来能继续保持相关议题的协商与互鉴,该约将有可能成为中国与欧美发展务实安全合作的重要助推器之一。
The Arms Trade Treaty adopted by the UN General Assembly is the first international treaty on international trade in conventional weapons and also a representative event in multilateral arms control in recent years. The major European powers, such as Britain, France and Germany, actively promote the negotiation and adoption of the treaty with the full support of EU institutions. In the international context of the global financial crisis and the debt crisis in Europe, the forces of all parties in Europe, the United States and the Middle East have gone through intense negotiations and compromises around the treaty in order to realize their own interest and value demands. The treaty will help to promote innovation and content breakthroughs in the arms-raised issue of arms sales between China and the EU and stabilize the security cooperation between the two sides. In the future, if the consultation on the relevant issues can be continued, it will probably become one of the important boosters for the development of pragmatic and security cooperation between China and Europe and the United States.
