富平县从八十年代初期开始就对水资源实行统一管理,1985年9月又成立了水资源管理委员会,制定颁发了《富平县水资源管理暂行办法》。经过几年的努力,在合理开发利用、调配水资源、节约用水、协调解决用水矛盾、保护水的生态环境等方面取得了较大的成效。他们的经验和做法是:(一)认识水资源危机的严重性,增强了统一管理的责任感和紧迫感富平县地处渭河平原和陕北高原的过渡地带,水资源严重短缺。全县有耕地121万亩,人口64万,水资源总量(含客水在内)1.88亿立方米,人均293立方米,亩均155立方米,不到全省人均、亩均水量的1/5,相当全国人均、亩均水量的1/10。境内石川河、赵氏河、温泉河,均因上游拦洪蓄水,经常断流。因此,地下水成为该县川原地区生活、生产用水的主要来源。在统管以前,
Fuping County has been implementing unified management of water resources since the early 1980s.
