康熙14岁亲政。他对赌风不息所引致的种种败害早已洞察至深。所以,亲政以后,立即下令命刑部严定赌博禁例,将赌博犯罪的最高刑“杖八十”改为：民人流三千里,旗人鞭一百。其后,又于康熙七年(1668年),再次就赌博问题谕令刑部：将官员失察赌博明确为法定责任,用以保障禁赌法律的有效实施；用法定的赏给制度来鼓励人们举报赌博犯罪,同时首次将货卖赌具纳入法律禁止的范围。
Kangxi 14-year-old pro-government. He has long been deeply insightful about all the defeat caused by the gamble.
