At a time of intense media competition, the broadcast media is no longer facing a single industry competition. Instead, it is confronting television, newspapers, traditional media and networks, and new mobile phone media. Among these, television has won by its pictures and texts. The newspapers have not diminished their popularity and depth, and the Internet and mobile phones have become reading companions for emerging human beings. The competition within the broadcasting media is as intense as it is in Wuhan. For example, in Wuhan, there are 17 sets of broadcasting frequencies at the central, provincial and municipal levels, among which
