当前,“赢得人才即赢得未来”渐成社会共识。各地纷纷以人才构筑发展平台,人才引进成为大势所趋。政策引才、项目引才、重金引才、职位引才,多种引才办法竞相发力,人才引进竞争呈现出前所未有的热度。人才作为一种特殊资源,其引进有其特殊规律。如何提高引才效用?重在找准结合点,紧扣发展需求、对接人才需求。对于基层县市而言,人才承载力相对较弱,如何破解“引才难、留才难”难题,做好结合文章,尤为关键。
