新常态下的能源革命,有几个问题值得思考:一是我国与发达国家面临的能源问题有本质区别,后者消费总量已趋于稳定或下降,重点是向低碳过渡,而我国必须同时考虑安全、生态和低碳;二是控制能源消费总量不完全等同于能源消费革命,但控制能源消费总量是推动能源消费革命的重点,因此要明确目标、对象和手段;三是“四个革命和加强国际合作”是能源生产和消费革命核心,因而必须加快体制革命,包括政策引导的内容与方式、市场运作的机制与保证标准,以及评价体系的完善与建立等,而这都在客观上要求我们必须立足我国的资源禀赋,借鉴他国经验,探索一条不以牺牲资源和破坏环境为代价的中国特色能源发展之路。
Under the new normal energy revolution, there are several issues worth pondering: First, there is an essential difference between the energy issues facing China and developed countries. The total consumption of the latter has tended to be stable or declining. Second, controlling total energy consumption is not exactly equivalent to the energy consumption revolution. However, controlling total energy consumption is the key to promoting the revolution in energy consumption. Therefore, it is necessary to clarify goals, objects, and means. “The four revolutions and strengthening international cooperation” is the core of the revolution in energy production and consumption. Therefore, it is necessary to speed up the system revolution, including the contents and methods of policy guidance, the mechanism and guarantee standards of market operations, and the improvement and establishment of evaluation systems. All these objectively require that we must base ourselves on our country’s resource endowments, learn from the experience of other countries, and explore a road of energy development with Chinese characteristics without sacrificing resources and destroying the environment.
