信访人应采用走访形式,到依法有权处理的本级或上一级机关设立或者指定的接待场所提出。对跨越本级和上一级机关提出的来访事项,上级机关不予受理。信访局放开网上投诉受理《办法》规定,信访人提出信访事项,一般应当采用书信、电子邮件、网上投诉等书面形式。国家信访局相关负责人称,2013年7月1日,国家信访局已全面放开网上投诉受理,群众足不出户就能反映问题、查询办理结果。
