安徽省怀宁县农业种植以水稻为主,20世纪末该县水稻生产耕、种、收3个主要生产环节中耕与收已基本实现了机械化,水稻种植机械化一度成为实现水稻生产全程机械化的瓶颈。种植水稻的用工量多、劳动强度大,特别是双季稻,农时紧张,抢收抢插任务十分繁重,农民十分辛苦。改变“面朝黄土背朝天,弯腰曲背几千年”的传统生产方式,一直是广大稻农的迫切愿望。机械化水平的高低,已经成为影响农民种粮意愿的决定性因素。与传统的人工插秧相比,水稻机插秧技术具有省工省时省力和节本增效的优势。怀宁县积极推广水稻机插秧技术,着力推进水稻生产全程机械化。
