按照中国航天事业发展规划,中国载人航天工程计划分三步来实施。第一步是发射无人和载人飞船,将航天员安全地送入近地轨道,进行对地观测和科学实验,并使航天员安全返回地面。神舟五号飞船首次载人太空飞行的成功,实现了第一步的发展战略。第二步是继续突破载人航天的基本技术:多人多天飞行、航天员出舱在太空行走、完成飞船与空间舱的交会对接。在突破这些技术的基础上,发射短期有人照料的空间实验室,建成完整配套的空间工程系统。神舟十号任务完成后,意味着中国圆满完成载人航天工程第二步第一阶段目
