灵武县委、县人民政府把建立一支合格稳定的师资队伍作为提高本县教育水平的根本大计来抓。 他们认真分析了本县教育的基本情况,认识到灵武的基础教育水平低的主要原因,是教师队伍缺额大、流动多、素质差。要改变这种面貌,必须抓师资队伍建设。去年以来,他们本着少讲空话,多干实事的精神,做了五件大事,一是地方财政投资兴建了一所建筑面积为1200平方米的教师进修学校。在学校筹建的过程中,县委、县政府两次召开会议研究了建校的有关问题,如确定校址,筹集经费等。去年九月,这所学校建成并按期招生开学。二是聘请外地教师来灵武县工作,选送本地教师离职进修,委托代培本地优秀高中毕业生。一年多来,聘请外地教师29名;选送中学教师38名和小学教师20名离职进修;地方财政拨款10万元委托代培大专学
