实施优先发展服务业的战略,发挥服务业空间集聚效应,增强集聚辐射能力,是稳增长、转方式、调结构和推动经济可持续发展的重要途径。该文从市场和政府共同作用的视角出发,试图对中国服务业空间集聚提供一个新的解释维度。通过理论分析,文章提出了市场化和政府干预对服务业空间集聚影响机制的假说,同时采用2004—2014年30个省市区的面板数据进行实证检验。结果发现,市场化程度的不断加深,显著提高了中国整体服务业的空间集聚水平,但存在空间异质性和行业异质性;无论是中国整体服务业、分地区服务业还是分类型服务业,均具有地方保护主义倾向的政府干预行为,严重阻碍了服务业空间集聚效应的形成。因此,应厘清市场和政府关系,继续深化改革开放、扩大非公有经济比重,并对服务业发展提供分类指导。
Implementing the strategy of giving priority to the development of the service industry, bringing into play the space agglomeration effect of service industry and enhancing the capability of gathering and radiating are an important way to stabilize growth, turn around, adjust structure and promote sustainable economic development. This article attempts to provide a new dimension of explanation for the agglomeration of China’s service industry from the perspective of the market and the government. Through the theoretical analysis, the article puts forward the hypothesis of the mechanism of the market agglomeration and the government intervention on the spatial agglomeration of service industry. At the same time, it uses the panel data of 30 provinces and municipalities from 2004 to 2014 for empirical test. The result shows that the deepening degree of marketization has significantly increased the level of spatial agglomeration in China’s overall service industry, but there is spatial heterogeneity and industry heterogeneity. Whether it is China’s overall service industry, sub-regional service industry or sub-type service industry , All with the tendency of local protectionism, have seriously hindered the formation of space agglomeration effect in the service industry. Therefore, we should clarify the relationship between the market and the government, continue to deepen the reform and opening up, expand the proportion of the non-public economy, and provide classified guidance to the development of the service industry.
