宋代公使钱的基本功能是为地方官员提供日常招待与宴饮经费,其福利属性使宋人视之为君主优待文士理念的直接体现。公使钱为宋代各地频繁举行的公务宴饮提供财力支持,使众多经济实力有限的中下层文士得以接触声妓宴乐,从而有机会参与到词的创作与传播活动中来。与此同时,公使钱所具有的优抚色彩又降低了文士在参与公务宴饮时被指纵情声色的道德风险,遂在宋词的发展过程中发挥了经济赞助与心理庇护的双重效用。公使钱对宋词的促进并非制度设计者之本意,但可由赵宋君主优待文士这一政治生态获得解释,其中显示出的正是传统时代政治形态决定经济生活、进而作用于文学形态的特殊“传动”关系。
The basic function of the minister money in the Song Dynasty was to provide local officials with daily entertainment and banquet expenses. The welfare attributes of the Song dynasty regarded the Song as the direct manifestation of the ideal of treating the scribes as monarchs.
