校办企业作为我国特定历史时期的产物,对高校高科技成果有孵化和辐射作用。但由于校办企业在企业制度、管理体制、运营机制等方面存在的问题,制约了校办企业的科技创新动能,阻碍了校办企业的科技成果转化和产业化。为促进校办企业的科技创新,校办企业要以高校科研成果和技术人才为依托,进行机制创新,按照现代企业制度,明晰产权关系,建立具有以公平竞争机制、激励机制和内部约束机制为主的新的运行机制,以调动科技人员和产业人员的工作积极性,促进校办企业产、学、研的协调发展。
School-run enterprises, as a product of a specific historical period in our country, have a role in incubating and radiating high-tech achievements in colleges and universities. However, due to the existing problems in the enterprise system, management system and operation mechanism, the school-run enterprises restrict the momentum of scientific and technological innovation of school-run enterprises and hinder the transformation and industrialization of scientific and technological achievements of school-run enterprises.
