目前,我国乡级电力管理的形式,由于各地的地理环境、经济条件和工农业生产发展水平的不同而不尽相同。分析当前乡级电力管理形式的利弊,探索一种适合我国社会主义市场经济体制的乡级电力管理模式已是势在必行。 一、乡级电力管理的主要形式 就本地区而言,乡级电力管理的形式主要有以下三种: 1、以乡设站,就是以行政乡（镇）区域设立供电站。其供电方式有:一条或多条配电线路,一处或多处变电站进行供电。这种形式是以乡级管理为基础,以县级供电部门（局）为实体,采用县乡结合的方式进行电力管理。由县局选派有一定管理能力和技术水平的骨干力量,担任乡级电力管理的负责人,由乡政府推荐一部分人员,经县局考核合格后担任管理工作。乡级供电站既是县局的派出单位,也是乡镇政府的职能部门,受县、乡两级的双重领导。 2、以线设站,就是打破行政区域的界线,每条配电线路设一个供电站。其供电方式是:一条配电线路向多个乡镇供电。全部人员和基础设施由县局统一配置,受
At present, the forms of power management in townships in China are different due to the geographical environment, economic conditions, and the level of development of industrial and agricultural production. It is imperative to analyze the advantages and disadvantages of the current township power management forms and explore a township power management model that is suitable for China’s socialist market economy system. I. Main forms of township power management As far as the region is concerned, there are mainly three forms of township power management: 1. The township station is the establishment of a power station in the administrative township (town) area. Its power supply methods include: One or more distribution lines, one or more substations to provide power. This form is based on the management of township level, with county-level power supply departments (bureaus) as the entity, and the combination of county and township power management. By the county bureau, certain backbone forces with certain management abilities and technical levels are selected to serve as the township-level electric power management personnel. The township government will recommend some personnel to serve as management personnel after passing the assessment by the county bureau. The township-level power supply stations are both the sending units of the county bureau and the functional departments of the township government, and they are dually led by the county and township levels. 2. To set up a station by line is to break the boundary of the administrative area and set a power station for each distribution line. Its power supply mode is: One distribution line supplies power to multiple townships. All personnel and infrastructure are uniformly configured by the county bureau.
