这次海湾战争首先投入攻击的是100多枚舰射“战斧”巡航导弹。重点攻击伊拉克的空军、地面防空力量、C~3I系统……等。使这些目标暂时地或部分地陷于瘫痪,为后续的飞机空袭创造比较安全的环境。“战斧”巡航导弹飞行速度快(1000公里/小时)、巡航高度低(海上7—15米,陆上小于60米)、制导精度高(惯导+地形匹配+红外成象末制导)。在使用巡航导弹攻击目标时,还伴随发射电子战导弹,这就使得伊方雷达很难发现它,即使发现了,其防空武器也来不及对其还击。
