近年来,我区集体企业发展较快,而集体企业的财务管理和会计核算工作薄弱,突出表现在财务制度不健全,财会人员受各方面的干扰,不能独立行使职责,偷税漏税、乱挤滥摊费用等问题严重。为了帮助集体企业加强财务管理,我们对企业财务进行了全面检查和鉴定,将企业分为四个级次,实行分级管理。首先,我们在分局和税务所两个层次建立了集体企业财务管理组,分局管理组配备5人,税务所管理组各配5~10人。从而克服了以往只抓催收税款,要数字等工作,而忽视抓集体企业财务管理的现象。第二,制定和完善了集体企业财务管理奖惩办法和集体企业财务辅导、检查制度、集体企业财务鉴定
