9月2日,国务院常务会议决定2010年起事业单位将全面实施绩效工资。“绩效工资”被认为是一种事业单位内部的运营措施,是一种试图提高事业单位内部效率的激励措施。但是,“绩效工资”如何量化?如何让“干活的和尚多分米”?仍是待解谜局。实现提高效率、奖勤罚懒,一座绕不过去的碉堡——事业单位改制终于浮出水面。自2006年开始尝试事业单位改制的“桥头堡”——深圳,至今年年底将结束过渡期。回顾3年改革历程,身在改革漩涡中的人才能体会改革阵痛的滋味。
