沿海地区为中国政治、经济、科技、文化的重要区域,但由于地势低平,生态环境极其敏感和脆弱,是中国自然灾害的高风险区。由全球海平面上升和区域地面沉降叠加所致的相对海平面上升已成为21世纪中国沿海地区实现可持续发展面临的重大战略问题。控制温室气体排放,进行地下水资源优化采灌和地面沉降系统防治,提高城市抗灾能力,对相对海平面上升进行战略和政策研究,可以有效地实现21世纪中国沿海地区资源、环境、 经济和社会的可持续发展。
Coastal areas are important areas of China’s politics, economy, science and technology, and culture. However, due to the low level of the terrain, the environment is extremely sensitive and vulnerable. It is a high-risk area for natural disasters in China. The relative sea-level rise caused by the global sea-level rise and regional land subsidence has become a major strategic issue facing China’s coastal areas in achieving sustainable development in the 21st century. Control of greenhouse gas emissions, optimization of groundwater resources, prevention and control of ground subsidence systems, improvement of urban resilience and strategic and policy research on relative sea level rise, which can effectively realize the resource, environmental, economic and social development of China’s coastal areas in the 21st century sustainable development.
